What is the difference between Ljubljana an Vienna in Urban planning?

When looking at the prices comparing housing in the two cities you can see that the prices of houses is high in both of them. But the difference between the capitals is in the affordable or non-profit housing. Vienna keeps prices low with this non-profit houses but Ljubljana on the other side doesn't do it as well. Rents are also rising in both cities but Vienna keeps the rent down with social housing. When talking about urban planning we we can also mention another difference and that is green spaces. Green spaces are arranged differently. In Vienna green spaces are usually parks but in Ljubljana Green spaces are usually scattered around the whole city.
